NSI-MI Technologies develops electronic equipment used in Automated Microwave Measurement Systems, including Microwave Receivers, Microwave Signal Sources, and Position Control instruments.  The high performance demands of these Measurement Systems drive the specifications for each product to extreme precision and accuracy.  The role of the Senior Electrical Design Engineer is to support existing electronic products used in system development and to develop new electronic products as required based on customer needs and requirements.

 

NSI-MI Technologies is looking for a Senior Contracts Manager who will also function as the Company’s Export Manager to undertake a broad set of responsibilities related to contracts and all Import and Export matters, collaborating with external customers and a variety of internal company functions. The Sr. Contracts Manager is an exempt position reporting to the Director of Contracts.

 

The Senior Contracts and Export Manager will assist the Director of Contracts with all customers contracting efforts for the company, including terms and conditions review and negotiations, contract compliance with all regulations, contract documentation, and similar duties with the company’s subcontracting activities with suppliers.  The position will assist in the review and preparation of all contractual documents, amendments, and modifications in accordance with Federal Acquisition Regulations (FAR), Department of Defense Federal Acquisition Regulation Supplements (DFARS), NSI-MI policies, best commercial practices and other U.S. Government regulations and policies.  In addition, this role administers import/export activity including new customer background assessments, licenses, Carnet’s, shipments, and documentation, as required. 

 

Essential Duties and Responsibilities:

Include the following and other duties as assigned.

Contracts Administration

  • Assist in maintaining and tracking all contracts and related documents, throughout the workflow of orders through the company’s fulfillment process.
  • Draft, review, coordinate, or manage contracts and subcontracts in accordance with internal and external requirements, agreements, and policies.
  • Review the adequacy of new bid and change proposals for compliance with all applicable laws, regulations and other requirements and prepare the representations and certifications associated with same prior to submission to the customer.
  • Provide advice or participate directly in the negotiation of contract or subcontract terms and conditions, and other 3rd party agreements.

    Contracts Administration (cont’d)

  • Analyze and develop “flow-down” requirements and advise on issues related to the Truth-in-Negotiations Act, Cost Accounting Standards, Small Business Goals, Competition in Contracting Act, use and protection of proprietary information, and a wide variety of other FAR/DFARS-related requirements.
  • Actively engage with program and project management teams to ensure contract compliance and provide early guidance on contract clauses that effect data and cost tracking related to contract execution efforts by the team.
  • Utilize appropriate templates for Price Negotiation Memorandums, Price Competition Memorandums, Request for Information, subcontracts, and all other related agreements.
  • Document all contractual actions according to internal procedures and policies.
  • Other duties, as assigned.

Export Import Compliance:

  • Responsible for obtaining export licenses as required for international sales both for Commerce and Department of State controlled items.  
    • Responsible for processing and maintaining DSP-5s & TAA’s.
  • Manage ITAR and EAR classification of our products as well as for applicable contract execution.
  • Facilitate all international transactions where NSI-MI is the Importer of Record.
    • Manage the relationship with the Company’s Freight Forwarder.
  • Partner with outside immigration counsel in processing visa and Green Card applications.
  • Ensure the immigration Public Access Files follow US regulations
  • Review all Contracts and Purchase orders for compliance with Import/Export laws and regulations
  • Process and manage mailing and the shipment of Carnets, and for all Contracts supporting documentation
  • This position may require occasional domestic and international travel.

     

    Required Skills:         

  • Experience in program management or contracting   for business with or deriving from the US Government.
  • Possess a strong understanding and working knowledge of best commercial practices, FAR, DFARS, and applicable governmental regulations and policies relating to contract management.
  • Ability to:
    • Understand and write contractual language
    • Understand and take appropriate actions to comply with Commerce and State export regulations
    • Organize work and develop processes
  • Must be able to work to the highest professional standards and across all levels within the company.  This position involves independent judgment.
  • Ability to obtain or have a U.S. Government security clearance a must.  

Level: (8-10 years combined) Experience   

  • 8-10 years’ experience in contracts and/or subcontract management
  • 8-10 years’ experience in Import/Export and ITAR processes and procedures 

Education Level:                

  • Bachelor’s degree in Business Administration, Contracting, or Finance (Required)
